These are all microscopic leaks in the grand scheme of things. A group like DeepSeek could do a lot even with that much, but it'll be dispersed and likely underutilized. what matters is only domestic production + offshore contracted capacity, mainly in SEAsia, and accordingly enforcement of export controls and foiling these contract agreements.
